Board of Directors Annual Report

 COCA LAKE HOMEOWNERS ASSOCIATION Board of Directors Report to the Members for Calendar Year 2006

The Annual Report of the Board of Directors of the Coca Lake Homeowners Association provides an overview of Calendar Year 2006 Association activities and achievements, as well as an outline of proposed activities and goals for the upcoming year. The CLHA is committed to improving and maintaining the quality of life in Coca Lake, and the property values of Coca Lake homeowners.

 ABOUT THE ASSOCIATION:

1) Number of Lots in the Association: 200+ (Builder lots and residences)

2) Number of Homes: 177 (as of: 6 Feb 07) 

3) 8 lots owned by present homeowners;

4) 28 lots in the new cut off of East Bon Acre (8 homes completed);

6) 16 lots in the new cut behind the pool on Coca Lake.

THE BOARD OF DIRECTORS

Directors are elected each year by the Association at its Annual Meeting. Nominees are brought forth by the Nomination Committee; additionally other members may be nominated from the floor at the annual meeting. Calendar Year 2006 directors were:

In accordance with the covenants, the Board of Directors meets a minimum of quarterly or more frequently as needed to review and discuss the business of the Association.  Officers will be elected by the BOD at the first meeting following the Annual Meeting.   Listed below are the goals and objectives of the BOD for CY 2007.

“GOALS /OBJECTIVES OF THE BOARD OF DIRECTORS for 2007”      

Collect and account for all homeowner fees;
 Operate within budget while maintaining a standard of excellence;
 Maintain Association property to the highest of standards;
 Encourage compliance to maintain a community of excellence;
 Provide news and information to Homeowners year-round;
 Encourage more participation in the CLHA and increase the number of volunteers;
 Increase lake usage by enhancing access;
 Refurbish both pools in time for the 2007 swim season.

Structure of the Association

The Board of Directors retains full responsibility for budgeting, finances, operations and activities of the Association. To assist with planning and community input the Board relies on the Executive Steering Committee and its sub-committees to review and address all aspects of the Coca Lake Community. MAJOR DEVELOPMENTS AFFECTING THE MASTER PLAN OF COCA LAKE - 2007 

New Development

New Development by Harris Builders continues in Coca Lake.  Development of the new cut off of East Bon Acre Road continues and a new cut off of Coca Way (behind the pool) has been completed to provide for sixteen additional lake lots.

KEY ACTIVITIES OF THE ASSOCIATION FOR THE YEAR 2006

THE COCA LAKE TENNIS and SWIM CENTER 

Tennis and Swim Center Improvements

 A new security gate was installed and the spray bar and lighting were repaired.  New roofs were installed on both the gazebo and pool house.  Harris Builders paid one half of the cost.

LANDSCAPE MAINTENANCE

Landscape Maintenance of the Commons Areas, 2006

New landscaping (annuals) was provided at both front and rear entrances.  The maintenance contract was renewed with TLC and continues to save the Association several thousand dollars over previous years.  Harris Builders is continuing to pay for the maintenance for the front and rear areas.  This amounts to approximately $9K yearly.

Lakes

both lakes were fertilized.  Silt was removed from the inlet on Otter drive.  Harris Builder paid half of the cost of removal.  The BOD deemed that the other six sites identified with silt collection did not warrant the expense of removal at this time.  At the request of homeowners during the CY 2006 Annual Meeting, a new boat launching ramp was created on backside of Coca Lake.  It is accessible via the gravel road beside the antique shop on Veterans.

Insurance

Insurance costs are reflected on the Annual meeting slides.

Street Lighting

Street lighting continues to be the most expensive line item in the annual budget.  This is due to the fact that the Association pays for street lights.  In Harris County, the cost of street lights is not included in the tax base.  If it were, it would cost individual homeowners more than the Association currently pays.

Association Financial Management

2006marked the third year of Association operations under the BOD, vice Harris Builders.  For the third year,  the Association  closed the year with net income added to the capital account (see slides).

COMMUNITY EVENTS 

VOLUNTEERISM IN COCA LAKE

The Association could not continue its operations without the committed volunteers who have become involved to improve our community.  

Coca Lake Standing Committees

The following Advisory Committees assist the Steering Committee and the CLHOA Board on issues regarding the Coca Lake Homeowners Association. They meet on an as needed basis, with some holding regular meetings and other activated out of need.  Current standing committees are:
